Senate Bill (SB) 89 COVID-19 Early Learning and Care Response Funds

Connections for Children (CFC) has received an apportionment of funds from the California Department of Education (CDE) allocated for cleaning supplies, personal protective equipment, and other supplies that child care providers need to ensure healthy and safe child care settings during COVID-19. Eligible child care providers include licensed centers, licensed family child care homes, and license-exempt providers. For license-exempt providers, capacity is determined by the total number of children receiving child care subsidy through CFC. In order to receive funds child care providers must be open or plan to reopen during COVID-19 within the Connections’ service area.
Based on the CDE guidelines, each child care provider has the option to request funding in one of the following ways:
· 100% Funding
· 50% Funding and 50% Supplies
· 100% Supplies
If you choose 100% funding, you will receive $65.89 per child served. Providers currently receiving child care subsidy payments through CFC will receive payment in the same method as your subsidy payment (bank wire transfer or check). All other providers will receive a physical check mailed to the address that is provided in the self-certification form. If you prefer an electronic payment, please download this ACH form and email it to Lidia Sanchez firstname.lastname@example.org . If you have not received a payment from CFC in the last 12-months, please download this W-9 form and submit it with your self-certification form. Payments may take up to 7-10 business days to process after all supporting documents are received.
If you choose 50% funding and 50% supplies, you will receive $32.95 per child served in funds and $32.95 worth of supplies per child served. CFC will order supplies and have them delivered directly to the address provided. Shipping timeline and supplies will vary based on product availability.
If you choose 100% cleaning supplies, you will not receive a payment of funds from CFC. For each child served, you will receive $65.89 in supplies. CFC will order supplies and have them delivered directly to the address provided. Shipping timeline and supplies will vary based on product availability. Supplies MAY include: disposable masks/gloves, hand soap, bleach, disinfectant wipes, paper towels, and hand sanitizer.
All child care providers who complete the self-certification form will have the option to sign-up with the supplier we are using to order supplies, Food & Supply Source. After granting us permission to share your information, you will receive an email from Food & Supply Source with information to create an account and order supplies at your own discretion. Please note that requesting funds will be the fastest option due to the current market delays experienced when ordering supplies and the lack of cleaning supply availability.
The funds will be available on a FIRST-COME, FIRST-SERVED basis. Providers do not need to provide receipts for these purchases. To apply for these funds or receive supplies directly, eligible child care providers should:
1. Complete the ONLINE Self-Certification form
2. E-mail supporting documents (W9) to: Liliana Alvarez Hernandez at Lilianah@cfc-ca.org
Upon completion and verification of the self-certification letter, payment will be processed within 7-10 business days to process after all supporting documents are received.
